What type of bird,cardinal size, has a red chest,blue wings with green and yellow on it's back.. what is it?

I live in Arkansas and this is the first time I have ever seen this type of bird...it's a little smaller than a cardinal... it has a bright red chest with blue wings and head, but it has bright green and yellow on it's back..
It's not a parakeet of that I am sure it has a fuller body than a parakeet has...it's fuller bodied like a robin, but not near as big...it is a beautiful bird that I have never seen before and I would love to know what type of bird it is and where it is native to...
It has an orange/red beak, blue head, an orange/red and yellow chest, blue lower front body, green back and wings, red under the wings, and has a lime green colour band on the nape of its neck. Eyes are bright orange."
This would have been a Lorikeet that escaped. We do not have birds this brightly colored indigenous to our region of the world. If you have a bird feeder, keep an eye out. He may need some help.

Painted Bunting has two distinct breeding populations: one found along the Atlantic Coast from North Carolina south to central Florida; and another that stretches across much of Louisiana, Arkansas, Oklahoma, and Texas, southward into northern Mexico. The eastern population of Painted Bunting winters in southern Florida and probably in the northwestern Caribbean, while the western population winters in southern Mexico and Central America.

I think I have to agree its someone's parrot that is on the loose; what shape is its beak? that will tell a great deal about it. If the beak is rounded like a parrots beak, (point turned down) or if it has a pointy beak like a finch, sparrow, Cardinal, robin, raven.. then I would say it is a particular type of finch, possibly a red rumped parakeet... male. That pretty much describes what I think it is; a red rumped parakeet male.
