I wouldn't say it's that great of an idea just because you really have to know your tank to buy the right fish for it. If she has a well-established tank with plenty of biological room for more fish, I'd bring in a list of all of the fish and contents of the tank to someone in a petstore (not a chain but a local shop) and ask for the best fit fish. That way you know it's going to fit well in the tank.
So yes if she has a tank already, no if it's a first fish.
EDIT: Oh I see from your friend Molly's comment you are gifting a fish you already have... If you give it to her bowl and all I suppose that would be fine if she wants it.

no, beacuse the most important thing with buying a fish is to research it first. also, your friend needs a cycled tank, and you might pick a fish that isnt compatible or grows very large. you could ask them to go with you and pick out a fish for them, but you dont want to just suprise them wih one. theres a good chace it wont live if you do.answers
