This morning when I woke up I went to empty the trash can and he followed me outside and usally he is very timid when it comes to going out and today he just darted out and Im concerned about this because when I walk my Bullmastiff(Balboa) he barks and is very jealous so is it okay to walk Gizmo(chihuahua)

Definitely - he needs excercise to remain healthy and keep his weight in check. You need to exercise daily.

All small breeds, smooth-coated breeds and clipped dogs should wear a coat in cold weather. You don't need anything fancy, just a plain good-quality coat or jacket from a good pet-store.
Natural materials next to skin are better than synthetic ones, as they allow the skin to 'breathe' and for sweat to be absorbed or evaporated.

separating the two when walking will on further increase the jealousy.  they should a be pack - walked together - i have four dogs and it's a hassle to walk all four, yet i do it all at the same time because dogs in a way are migratory animals - they patrol large areas thoughout the day - they need the exercise and they do it in packs.  if you're afraid your chihuahua might get cold, get him a jacket or even booties - once you all start walking it will warm up - same thing as wearing shorts and a tshirt to run in the freezing cold.

My grandma has a chihuahua and it shakes like it's mental or something, my mom always says it's because the dog's cold.
And it's in the middle of summer in TEXAS.
i'm pretty sure that chihuahuas are too little to get very cold.
